The constitution is the foundational document in a democracy—a document that safeguards a system of government that is of the people, by the people, and for the people and that enshrines their rights, including their right to choose their leaders.  It is thus crucial that any proposed change to a constitution be conducted in an open, transparent, free, and fair process in which voters have the opportunity to make a well-informed and unconstrained choice.  In her meeting with His Excellency President Faustin Archange Touadera on June 6, Ambassador Mahoney underscored the importance of a transparent, free, and fair constitutional referendum process that reflects the will of the Central African people.
