Tax Software and Forms Developers only
The South Carolina Department of Revenue requires software developers to complete the following steps before submitting substitute forms for review:
- Email your completed Letter of Intent (LOI) to LOISubmissions@dor.sc.gov by August 17, 2026, to gain access to our submission portal.
- Once we’ve received your LOI, we will send you a copy of everything you need to get started. You will not be able to submit forms for review until we have approved your LOI.
