Overview

If you reside in Ecuador and have questions regarding services provided by the Social Security Administration (SSA), you must contact the SSA Federal Benefits Unit (FBU) located in San Jose, Costa Rica.  For more information on their services and how to contact them, please visit their webpage at: Federal Benefits Unit – U.S. Embassy in Costa Rica.

Receiving Your Benefits in Ecuador

The SSA can transfer your funds to any bank in Ecuador. Banco de Guayaquil and Produbanco have an agreement to receive transfers from institutions like VA, SSA and OPM. If you are interested in this option, you need to reach out to any of these banks and open an account. You can mention that the purpose of the account is to receive your benefits from VA, SSA or OPM. Once you do this, you can contact the Federal Benefits Unit – U.S. Embassy in Costa Rica to request the change.

You can use the information below as a reference.  Procedures and guidelines for Social Security services are set by SSA.  We highly recommend contacting the Regional Federal Benefits Office in San Jose first.

Applying for a Social Security Number

For applicants under 12 years old

You can also request a Social Security Number at a Social Security Agency in the United States: Request a Social Security number | SSA or, if you reside in Ecuador, you can apply at the Regional Federal Benefits Office (RFBO) at San Jose, Costa Rica.

In order to do this, you will the following documents:

  • Valid U.S. Passport for applicant.
  • Valid Proof of ID for parent of applicant (Passport is preferred)
  • Foreign birth certificate.
    For Ecuadorian Birth Certificates, please request an “Acta Registral de Nacimiento” issued is less than 30 days.
  • Consular Report of Birth Abroad (if applicable).
  • Print and fill out the SS-5 form (PDF 150Kb).
    If you are applying from Ecuador, please use a U.S. Address since the mail service in Ecuador is limited and if you enter an address in Ecuador, you may not receive the card.

You can send all the originals to the San Jose office or, our recommendation, send notarized copies that have been notarized at any U.S. Mission Abroad. Once you have all these documents, please make an appointment for a notarial service.

You will need to send the originals or notarized copies to the San Jose Office. Please check the SSA website for their address: SSA Regional Offices.

 

For applicant 12 years old and older

If you are over 12 years old and you are uncertain that you ever had a Social Security Number; you need to contact Regional Federal Benefits Office at San Jose first to confirm that you have never been issued a Social Security number.

We can only provide this service if you are:

  • a U.S. Citizen,
  • Over 12 years old and,
  • Never had a Social Security Number (SSN)

If you qualify to apply locally, you need to gather the Required Documentation.

Reporting the death of a beneficiary

In the unfortunate event that a person that received Social Security payments passes away, any survivor can report the death.

If the beneficiary was a U.S. Citizen, please follow the steps posted on our website related to Death of a U.S. Citizen.

If the beneficiary was not a U.S. Citizen, you need to report the death directly to the Regional Federal Benefits Office in San Jose at FBU.CostaRica@ssa.gov.

Certifying copies to apply for a Social Security Number

Most issues can be resolved online by visiting The United States Social Security Administration | SSA site.  Many individuals without a U.S. mailing address can create a personal my Social Security account and use the online services with a Digital Wallet, Identity Verification, and More | ID.me  account.

We recommend that you call first or email the Regional Federal Benefits Office at FBU.CostaRica@ssa.gov, to obtain advice from the FBU personnel. Your email will be answered within five business days.
