
Matt Habinowski joined Embassy Bishkek in July 2026 as the Deputy Chief of Mission. He previously served as the Counselor for Political and Economic Affairs in Tashkent, Uzbekistan. In Washington, he worked as the Senior Turkey Desk Officer in the Bureau for European and Eurasian Affairs and as Director for South and Central Asia in the Office of the U.S. Trade Representative within the Executive Office of the President. Other overseas postings include Kyiv, Moscow, Brasilia, and Brussels.
A native of New Hampshire, he joined the State Department in 2005. Prior to joining the diplomatic service, Matt worked in corporate finance and planning for technology and consulting firms in Boston. He served as an Economic Development Volunteer for the U.S. Peace Corps in Kazakhstan. He has studied Russian, Brazilian Portuguese, and Kyrgyz. Matt has a bachelor’s degree in finance and earned his master’s degree in National Security and Resource Strategy from the Dwight D. Eisenhower School for National Security and Resource Strategy at the National Defense University.
