Fulbright English Teaching Assistantship (ETA)
As part of the Fulbright U.S. Student Program, the Fulbright Commission awards English Teaching Assistantship (ETA) grants. These grants are for nine months, from September through early-Jun.
The Fulbright ETA program places recent graduates and young professionals as English teaching assistants in schools or universities abroad—helping to improve foreign students’ English language skills and knowledge while enhancing their own linguistic and cultural understanding of the host country.
ETAs may also pursue individual study/research plans in addition to their teaching responsibilities. Fulbright ETA participants’ responsibilities may include planning and conducting conversational activities, giving presentations on topics related to the United States (culture, society, and history), leading English language labs and workshops, and serving as a resource within the host institution and community by coordinating extracurricular activities and leading English conversation clubs.
During the 2025 – 2026 academic year Fulbright ETA Program has placements in Balti, Soroca, Orhei, Ungheni, Comrat and Rezina.
English Language Fellow Program
The English Language Fellow Program is funded worldwide by the U.S. Department of State (DOS) through the Bureau of Educational and Cultural Affairs (ECA), Office of English Language Programs. It is currently administered by the Center for Intercultural Education and Development at Georgetown University (GU/CIED).
The program seeks to improve English teaching capacity around the world and increase mutual understanding through the exchange of American English language teaching professionals. The program sends talented American Teachers of English to Speakers of Other Languages (TESOL) professionals on 10-month fellowships to overseas universities, teacher-training institutions, ministries of education, bi-national centers, and other English language education institutions. Fellows serve as teachers of English as a Foreign Language and are involved in teacher training and professional and staff development activities in areas such as methodology, curriculum and textbook design, and English for Specific Purposes. The program provides Fellows with an opportunity to hone their professional skills, learn about other cultures, and share their experiences and insights with professional colleagues and friends once they have returned to the United States.
The program allows students and teachers at host institutions to benefit from the Fellows’ English teaching expertise and to gain a better understanding of American values, democratic representative government, free enterprise, and the rule of law. Through the program, foreign teachers and students develop the English skills they need to expand their access to the world community and to participate in the global economy. Fellows also support other DOS/ECA initiatives in English language education, such as the English Access Scholarship Program for underprivileged students and the Fulbright English Teaching Assistant Program. The Fellow program is a key foreign policy tool and a high-priority initiative in promoting DOS/ECA’s transformational public diplomacy mission.
Depending on the nature of their host institution, Fellows may address topics such as civic and environmental education, health, and current events. They may also model and demonstrate classroom practices that promote critical thinking, problem solving, and decision-making skills.
The program has an impact not only on the institutions that host Fellows, but also within the wider academic community. Teachers at the host institutions receive professional tools from the Fellows that promote educational effectiveness and expand their ability to provide English instruction for a wider variety of student populations in a larger number of educational contexts. In addition, English teachers in the country of assignment greatly increase their knowledge of English-speaking countries and the democratic philosophies and methodologies that underpin their approach to education.
English Language Specialist Program
The English Language Specialist Program is a U.S. Department of State (DOS) public diplomacy initiative in which experts in the field of English language education lead intensive English language projects, designed by the Public Diplomacy sections of U.S. Embassies around the world, to respond to local needs.
English Language Specialists exchange knowledge, build capacity, and establish partnerships benefiting participants, institutions, and communities in the United States and overseas. English Language Specialists work with universities, teacher-training institutions, ministries of education, bi-national centers, and other English language education institutions. Depending on local needs and circumstances, English Language Specialist projects can be entirely in-country, entirely virtual, or mixed (a combination of both in-country and virtual). The length of in-country projects ranges from 10 working days to three months. The length of virtual projects varies from project to project.

English Access Scholarship Programs
The English Access Scholarship Program (Access) provides free English language classes to talented 13-20 year-olds from economically disadvantaged backgrounds through after-school classes and intensive sessions. The program allows students to develop intercultural skills and communication, gain an appreciation for American culture and democratic values, participate successfully in the socio-economic development of their countries, and compete for and strengthen their ability to participate in future U.S. exchange and study programs. The program is financed by the U.S Government and run locally by American Councils for Education in Moldova. The applicants must have citizenship and live permanently in the Republic of Moldova (permanent residents of the Transnistrian region may be considered regardless of citizenship). Online Professional English Network (OPEN) Program
The Online Professional English Network (OPEN) Program offers foreign English teaching professionals the opportunity to take innovative, online university-level classes and online professional development programming for teachers through FHI360.
OPEN Program Courses:
- Introduce and explore current methodological concepts and issues in the English as a Foreign Language field
- Provide an innovative distance-learning experience that uses the latest technology
- Connect participants with U.S. English language teaching experts and creates a professional network of international colleagues
The Online Professional English Network (OPEN) Program offers two types of professional development opportunities for English language educators: Global Online Courses and Massive Open Online Courses (MOOCs).
