To advise the Commissioners in development of a comprehensive interagency plan to reduce juvenile delinquency and substance abuse and to coordinate efforts among State agencies providing services and supervision to juveniles who are at risk of delinquency and for juveniles who have been adjudicated of delinquent and undisciplined behavior.

The council consists of up to 26 members including the school superintendent, chief of police, county sheriff, district attorney, chief court counselor, director of mental health, director of social services, county manager, a substance abuse professional, a member of the faith community, a county commissioner, a juvenile defense attorney, and chief district court judge, a member of the business community, the local health director, a representative from a non-profit agency,a representative of the parks program, two members under the age of eighteen, and seven members of the public to be appointed by the Board of County Commissioners. All members will serve two-year terms.

The council meets monthly. Meetings are held in the J Newton Cohen, Sr. Room located on the 2nd floor of the J Newton Cohen, Sr. Rowan County Administration Building, 130 West Innes Street, Salisbury, NC unless otherwise stated.
