The American Citizens Services (ACS) Unit’s Passport & Citizenship Team provides passport services to U.S. citizens in the Philippines at the U.S. Embassy in Manila and the Consular Agency in Cebu by appointment only.
First-time applicants born in the Philippines: If you were born in the Philippines and are applying for your first U.S. passport, visit our citizenship page first to establish your U.S. citizenship.
Walk-in services are not available. Passport services are not available on weekends or on Philippine or U.S. holidays.
Emergency Travel (within 2 weeks): If you have confirmed travel within the next two weeks, email ACSInfoManila@state.gov with “Emergency Passport” in the subject line. Attach a copy of your current passport and travel itinerary. Emergency passports are only available in Manila, not in Cebu.

A Consular Report of Birth Abroad (CRBA) is a formal document certifying the acquisition of United States citizenship at birth for a person born abroad to a U.S. citizen parent or parents who meet the requirements for transmitting citizenship under the Immigration and Nationality Act (INA).
U.S. notarial services are available by appointment only. Documents for notarization must generally be of U.S. origin or intended for use within the United States, with limited exceptions. Only one appointment is required for multiple documents. The fee for each notarial service (notarial signature) is $50 USD.

For security reasons, visa applicants and American Citizen Services customers are not allowed to bring any electronic devices, luggage, or bags with the exception of one small purse (5″ x 9″ or 13cm x 23cm), a small document holder (12″ x 12″ or 31cm x 31cm) or items required for the care of infants or reasonable medical accommodations.
Cell phones are not permitted to enter the Embassy. Baby formula, bottles, strollers, and food for babies is permitted. Reasonable medical accommodations, such as wheelchairs and essential medical devices, are permitted.
NO LAPTOP COMPUTERS
Personal laptops and electronic devices are prohibited. You will not be permitted entry if you are in possession of a laptop or an electronic device. If you have prohibited items with you, you will not be allowed to enter the Embassy and may need to reschedule your appointment. No wearable tech.

All visitors to the Embassy are subject to airport-type screening. When planning your visit here, bring only what is needed for your consular appointment to speed security screening. All items are subject to inspection. We do not have storage facilities at the Embassy.
