The Cultural Affairs Office selects Senegalese participants for academic exchange programs sponsored by the United States Government under the Fulbright Program. Under the African Senior Research Scholar program, university professors can pursue research projects at American universities or comparable institutions. In the Junior Staff Development program, younger scholars can study for an advanced degree (M.A. or Ph.D) at an American university. The Hubert H. Humphrey North-South Fellowship enables Senegalese to combine academic work (but not towards a degree) with a practical internship. These programs are highly competitive, both within Senegal, and between Senegal and citizens of other eligible countries.
The Cultural Affairs Office also supports American scholars and researchers at Senegalese institutions under the auspices of the Fulbright Researcher Program. The Section assists unaffiliated American scholars with their inquiries about Senegal.
The Cultural Affairs Office organizes special study tours of the United States through the International Visitor and Young African Leader programs. These tours last from three to four weeks, and provide official guests with a chance to exchange views with American peers.
Fulbright Distinguished Awards in Teaching (DAI) Program

The call for applications is now open for the Fulbright Distinguished Awards in Teaching (DAI) Program! The Fulbright DAI program offers experienced teachers in Senegal a semester-long professional development opportunity at a U.S. university. Participants will explore new teaching methodologies, develop curriculum and lesson plans, audit education courses, and complete a practicum at a U.S. secondary school—all while deepening their knowledge of the United States.
Who can apply?

The U.S. Embassy is pleased to announce the call for applications for the Fulbright Foreign Student program for 2027.
This scholarship is for people who are interested in earning a 2-year master’s degree from a U.S. university. Candidates can apply via this website: https://apply.iie.org/ffsp2027
The deadline to apply is March 20, 2026.
Eligibility criteria:
– Candidates must be Senegalese citizens residing in Sénégal.
– People who have studied in the U.S. for more than a semester are not eligible.
– Candidates must have a highly qualified academic background.
– Candidates must have a master’s degree or completed Master 1 + 2.
– Candidates must have a strong level of English (reading, writing, and speaking).
– Candidates should be highly motivated and have a serious commitment to completing the program as scheduled and to returning home.
– Candidates who have already benefited from State Department exchange programs are not eligible.
– Candidates with degrees in AI, conflict negotiation, cyber security, disease prevention, health digitization, STEM, supply chain management, and trade are highly encouraged to apply.
Testing and Selection:
· TOEFL, GRE, GMAT tests will be offered to preselected candidates.
· Final selection will be made by the Fulbright Committee in Washington, DC.
· Successful candidates would start their academic program in August 2027.

Please note, the Fulbright Foreign Student Program has implemented a zero-tolerance plagiarism policy. Plagiarism is the wrongful appropriation or purloining and publication as one’s own, of the ideas, or the expression of the ideas of another.
Application materials will be processed using software to help identify any instance of plagiarism. If plagiarism appears in any part of the application, it may result in the nominee’s disqualification from participation in the program.

2026-2027 FULBRIGHT AFRICAN RESEARCH SCHOLAR PROGRAM (ARSP)
OVERVIEW:
The Fulbright African Research Scholar Program (ARSP), also called the Fulbright Visiting Scholar Program, is funded by the U.S. Department of State. ARSP offers faculty members from universities or research institutions in Senegal the opportunity to take part in two categories of grants: Research Grants and Program and Curriculum Development Grants.
PROGRAM INFORMATION:
Two categories of grants are offered in the ARSP: research grants; and program and curriculum development grants.
Research Grants:
- Awards of 3 to 9 months are offered for African university faculty or research institute professionals to conduct research in any academic discipline at a U.S. academic or research institution beginning no earlier than August 2026 and no later than March 2027. Applicants must hold a doctorate or equivalent terminal degree in their fields at the time of application. Preference will be given to individuals who have at least three years of university teaching experience and a productive scholarly record.
Program and Curriculum Development Grants:
- Awards of 3 to 5 months are offered for African university faculty or administrators to conduct research in any academic discipline at a U.S. academic or research institution beginning no earlier than August 2026 and no later than March 2027. Proposals should be linked to professional duties and demonstrate how the scholar will use the knowledge gained to develop new courses, curricula, or other academic programs at the home institution. These grants are designed for university faculty or administrators with less experience and who may not have had recent access to research or instructional developments in their disciplines. A doctorate degree is not required, but applicants must hold a minimum of a master’s or equivalent graduate degree at the time of application.
