U.S. Copyright Office Assigning New Deposit Account Numbers to Existing Account Holders

The U.S. Copyright Office is preparing to make digitized versions of its public records available to the online to the general public. Because some of these records display active Copyright Office deposit account numbers, the Copyright Office is proactively making changes to its deposit accounts. These changes are in addition to the proposed amendments to the Copyright Office’s regulations governing remitter payments for Office services and requirements for maintaining a deposit account.

Beginning June 6, 2022, the Copyright Office will assign new account numbers to all active compliant deposit accounts. Inactive, noncompliant accounts will be closed will be closed in accordance with Office regulations and practices. Any remaining funds in closed accounts will be refunded to the account holder on file.

Additionally, saved templates—including templates used in eCO—that contain a deposit account number will be discarded in the future. Applicants will be able to create new templates upon issuance of the new account number.

As the Copyright Office updates its systems, deposit account holders will be assigned a dedicated Copyright Office staff member as a point of contact to keep them informed throughout this transition to provide account holder assistance. The Copyright Office will also host an informational webinar on June 8, 2022, to provide outreach and awareness concerning these changes. Participants must register to attend. Many users have saved draft applications in the eCO system that have never been submitted to the Copyright Office. To conserve system resources, any draft application created on or before November 30, 2020, will be permanently discarded by the system on November 30, 2021. Draft applications created and saved on or after December 1, 2020, will not be affected.

When Copyright Office examiners communicate with an applicant via email, the applicant is expected to respond within forty-five days after the examiner’s message was sent. If a response is not received by the deadline, the examiner will close the claim.

Beginning August 12, 2021, and continuing until August 29, 2021, the Office’s Electronic Copyright Office (eCO) was unavailable to the public due to a technical upgrade. Persons who emailed an examiner during this period may have received an error message indicating that their message could not be delivered.

The Office is providing an accommodation for email responses that were due between August 10, 2021, and September 9, 2021. If you emailed an examiner during this thirty-day period and if your claim has been closed, you may contact the Public Information Office for special guidance on how to submit a request to reopen your claim.

Note: This accommodation only applies to claims that were closed for failure to respond to Copyright Office correspondence between August 10, 2021, and September 9, 2021. It does not apply to situations where the Office has refused registration.

Ongoing Technical Issues with Some eCO Applications and Services

The electronic Copyright System (eCO) is back online, and most applications and services are working normally. We are experiencing a few technical issues that we are working diligently to resolve.

Users who have not logged into their accounts within the last 90 days may experience account reactivation issues.

The Register’s declaration of a disruption to these services remains in effect, and she will be issuing instructions for affected applicants to request an adjustment of their effective date of registration.

The Office will email subscribers of Copyright eService Maintenance and Updates as soon as the remaining problems have been resolved, and also continue to provide updates on copyright.gov. For additional questions or assistance, contact 202-707-3000. Please note that call volumes are currently high.

The eCO Registration System will be offline from 6:00 p.m. ET Saturday, August 21 until 6:00
a.m, Sunday, August 22 to accommodate Pay.gov maintenance.

Following the eCO system upgrade at the beginning of this week, work is still ongoing to address
reports of slow system speed and users who are unable to reset forgotten or expired passwords using the automated system. We are working diligently to resolve these remaining problems, and our helpdesk is standing by to assist users with account issues and resetting of passwords.

We thank you for your patience and we apologize for any inconvenience.

The electronic registration system, eCO, continues to be unavailable due to a technical upgrade, which is taking longer than originally planned. We anticipate full restoration by Tuesday morning. We will continue to issue updated information.

eCO will be unavailable from August 12 at 5:00pm ET until August 15 at 9:00pm for a technical upgrade. This upgrade is essential to eCO’s operation in a supported, secure state. Thank you for your patience during the upgrade.
