  • Certain types of small businesses are allowed as home occupations as long as they meet certain criteria. A home occupation business license is required for all such businesses, and can be obtained at the Planning counter.

  • A use permit (UP) is a special permit that is reviewed by the City’s Planning Commission for certain types of businesses. The City’s Development Code contains a listing of businesses that require UPs. The Planning Commission bases its decision (to approve or deny a UP) on the specific characteristics of the property in question. For example: is the property large enough to accommodate the proposed business; does the property have enough parking; and does the street that serves the property have the capacity to handle the amount of traffic generated by the proposed business.

  • 9-1-1 is the phone number that should be dialed whenever police, fire, or ambulance services are needed for an EMERGENCY. When you dial 9-1-1, your address and phone number (minus extension #) will show up on a monitor in the police dispatch center. The police dispatcher answers your call and will transfer your call to the Fire Department or Paramedics, if required.

  • An emergency is something that must be stopped, prevented, or remedied at the immediate time, because it threatens life, physical well-being, or property. If you're unsure if your situation is an emergency, call 9-1-1 anyway. If the dispatcher determines that your call is not considered an emergency call, you will be asked to phone back on a business line. THIS KEEPS 9-1-1 FREE FOR OTHER EMERGENCIES. (*NOTE: loud music complaints, parking complaints, barking dog complaints, etc., should NOT be called in on 9-1-1).

  • Please stay on the line! The dispatcher’s just need to make sure it was an accidental dial and that you do not need help. They will need to verify your name and address. If you do not stay on the line the dispatchers will need to attempt to call you back and if they still cannot reach you they will need to send the officers out to check your welfare. Accidental calls, especially from cell phone "pocket dials," tie up the dispatchers and 911 lines, adding to the burden of real emergency calls they receive. Do not allow children to play with your old phones (as they can still dial 911) and make sure you take preventative measures to make sure 911 cannot be accidentally dialed from your pocket or purse.

  • You may dial 9-1-1 for an emergency at any pay phone without needing any coins. The phone number and location of the pay phone will show up on the police dispatch monitor.

  • NO!!! While it is not against the law, we strongly advise against doing this. Automatic dialing of 9-1-1 can result in accidental calls to the 9-1-1 dispatcher. Speed dialing can malfunction, and stop working, which would delay precious response time. In addition, if you are training your children to press a one button speed call number in an emergency, they may not know how to call for help from another phone.

  • The California Highway Patrol is encouraging citizens with cellular phones to report drunk or reckless drivers, accidents, or other emergencies by dialing 9-1-1. You will be connected directly to CHP dispatch, and the call will be rerouted to the proper jurisdiction if necessary. The types of calls that CHP consider "emergencies" include: drunk or reckless driving, traffic accidents or other road hazards, medical emergencies, fires, crimes-in-progress, and stranded drivers in need of assistance.

  • 9-1-1 allows emergency calls to be transferred to an interpreter who can interpret other languages. Interpretation is accessible from every telephone, including home and business phones, coin-operated, and phones equipped with TDDs (Telecommunications Devices for the Deaf).

Azusa Light & Water will not be responsible for delays or losses that result from inaccurate information of failure to provide us with timely notification of changes.

  • Customers whose E-Z Pay Direct Debit Payments are refused by the bank will be subject to normal delinquent account processes and fees. Allowances for documented bank errors will be at the discretion of Azusa Light & Water. Customers will be automatically terminated from the E-Z Pay Direct Debit Plan on the second occurrence of a returned payment unless documented in writing as a bank error.

  • Construction of the pool was funded primarily by grant money from Los Angeles County. The terms of the grant require all pool patrons to be charged the same admission fee. Therefore, it is illegal to give free or reduced cost swimming pool admission to Azusa residents.

  • The City must obtain price quotations for purchases of $500 or more. The quotations, but not the bills, of Azusa merchants are reduced by 1% to give the local merchants a bidding advantage over outside vendors. Of course, all goods must be of equal quality and quantity.

Following those principles, the treasurer invests about half of the City’s idle cash in a State investment pool while the balance of the idle cash is invested at several institutions in very secure investments.

  • The City of Azusa does not allow the distribution of handbills in the City without a Handbill Distribution Business License. A 'handbill' is: Any printed or written advertising matter, any advertising sample or device or dodger, circular, leaflet, pamphlet, newspaper, paper, booklet or any other printed matter or literature. Unfortunately, handbills create trash, though this may not be the intention of the distributor. It is for this reason, among others, that this requirement is enforced. Distribution: Handbills may not be placed on public property, private property or vehicles except in such a manner as to ensure that they will not be blown about or scattered by the elements. Handbills may not be thrown or scattered anywhere in the City. Handbills may not be distributed between the hours of 9:00PM of any day and 8:00AM of the following day. A sample of the intended advertising media must be submitted with the Business License Application. Any intended distribution of media that is deemed lewd, provocative or sexually explicit is prohibited.   • A home-based business requires approval from the Planning Division prior to issuance of a certificate. All other businesses located in the City require approval from the Planning Division, Building Section, and the Fire Department prior to issuance of a certificate. Also, if the business involves food products or is a Laundromat, the approval of the Los Angeles County Health Department is required. Once these entities have approved your business, you may submit a business license application to the Business License Section during regular business hours.

  • a) Used Oil Disposal: Take your used oil to any of the certified collection centers in the City of Azusa. See the Used Oil Recycling page for more information. 

    b) Household Hazardous Waste Disposal: Dispose of your household hazardous waste (HHW) at the Los Angeles County one-day collection events. For dates and locations, visit the Los Angeles County website. The City of Azusa hosts two collection events for Azusa residents only in April and November. Information will be posted via its social media platforms two weeks before the event.

  • Water pressure fluctuates according to what part of the City you live in. If you need to know what your water pressure is, please call our office at (626) 812-5225 during office hours and we can send a representative to check your meter.

  • The water meter is generally located out towards the front of the property near the sidewalk. It is enclosed in a concrete box with a removable reading lid. In some instances, the meter may be located at the back of the property in an alley way. It is important to keep the box free from trash and overgrown plants to allow for accurate reading of the meter.

  • Low water pressure can be due to old plumbing, an old water meter, or possibly lime deposits in your lines. If a service line downstream of meter is too large for the meter size, it may result in low water pressure. Numerous other problems can also result in low water pressure. If the problem is persistent, call Azusa Light & Water at (626) 812-5225 during working hours.

  • Most of the time it is because there is a leak somewhere in your home. Check your toilets for worn out parts that cause phantom flushing, sprinkler lines for broken sections, or faulty sprinklers or timers.

  • First, make sure everything is turned off inside and outside of your home. Then check your meter to see if the dials are moving. This will indicate if water is being used. If the meter is moving that will indicate that you do have a leak. Soft areas and extra green spots in the lawn will pinpoint a leak in the sprinkler lines. A plumber will be able to identify any broken lines you may have inside.

  • Most discoloration is caused by rusty pipes. If there has been some work done on your street recently, it is possible that rust has broken away from within increasing discoloration, Just run the water until the water is clear and this should solve the problem.   • From September through June the gym is open from 3:00 pm to 6:00 pm with adult sports leagues ongoing in the evening hours. From June through mid August the hours are 1:00 pm to 6:00 pm.

  • James Slauson Community Pool is located at 501 E. 5th Street, Azusa. Public recreation swim starts in June and concludes in early September. Hours are 1:00 pm to 3:00 pm, Monday through Friday and weekends 12:00 pm to 4:00 pm.  Monday and Wednesday night is from 8-9:45 pm and Friday is Movie Night from 8:00-9:45 pm . Cost is $3.00 per person on Friday night.

  • All park picnic areas are available on a first-come, first-use basis, with the exception of Pioneer Park northeast section, Memorial Park, and Northside Park south. Reservations can be made at the administrative office at Memorial Park. Ball fields, facilities, athletic fields, and James Slauson Community Pool may also be reserved for a fee. Banquet facilities and meeting rooms are available at the Azusa Woman's Club, Azusa Senior Center, and Memorial Park Recreation Center.   • First check your breakers and see if any of the breakers have tripped or gone off. If the outage persists for more than a few minutes, check to see if surrounding neighbors are also out, then call Azusa Light & Water to find out if we are experiencing an outage.   • If the dimming or flickering occurs when an appliance turns on, it may be due to too many appliances on one circuit. If the flickering is constant, call Azusa Light & Water. It may be due to the loose wires either inside or outside of the home.

  • If you live in a single residence the breakers are usually located below your electric meter outside of your house. In some homes there might be a breaker box in the house. Most apartments have breaker boxes located on a wall inside of the apartment. All main breakers are located at the meter. It is important to keep the meter and breakers box clear from overgrown plants and piled up discards to allow for accurate reading of the meter.

  • The prepayment is a guarantee of final payment on the account. Prepayments can be waived if the customer agrees to a credit check and passes our minimum score. The fee is $1.25 and the credit check is run through Equifax. If you do have to pay a prepayment, it is accepted in the form of cash, check, money order, cashiers check. Large deposits can be made with a surety bond or certificate of deposit. For residential customers, the prepayment will be applied as a credit to the account after two years perfect payment history (no payment reminders, disconnect notices, or shut offs), or applied at the time the account is closed.

Commercial prepayments for electric begin at $275 or average of two months billing, whichever is higher. Commercial water prepayments are $55.   • If you live in the city limits of Azusa you are billed monthly, and you will usually receive your bill around the same time every month depending on where you live. If you live in the county area of Azusa, Covina, Glendora, W. Covina, or Irwindale you are billed bi-monthly. You will receive a bill every two months.

  • When the check is returned to Azusa Light & Water, it will be charged back against your account and a service charge will be assessed. The account becomes “Cash Basis Only” for six consecutive months. That means only cash or money orders will be accepted.   • Payment is due 20 days from the original billing date. A Payment Reminder Notice is mailed the next business day after the original due date. The reminder serves as a notice advising that the account will be considered delinquent and subject to late fees and disconnection.

  • Failure to pay by the 3:00 pm deadline on the Payment Reminder Notice generates a Disconnection Notice which is mailed advising of the scheduled shutoff date. To avoid disconnection of service, payment must be made in office by 5:30 pm on the prior date or an additional $34 processing fee will be assessed whether service has been turned off or not.

  • If service is turned off there will be reconnection charges up to $515 plus prepayment requirements to be paid prior to restoring service. The service will be connected during business hours the next business day.

  • Azusa Light & Water acts as billing agent for other departments within the City. The Refuse charge is for the monthly pick up fee for trash service. The Community Maintenance charge (per property rating) is for the maintenance of public landscaping. The Pub Ben Charge is a state mandated charge (per KWH) for use in local Public Benefit programs. The Cal Energy Tax is a State mandated consumption tax (per KWH). Those revenues are paid to the State of California. Appropriate Users Tax are also consumption based and used to maintain the quality of City services. The RWCAF charge (per CCF) is a yearly adjusted charge that covers the cost of acquiring replacement water that exceeds the amount Azusa Light & Water receives from the San Gabriel Basin.

  • There are two programs for low income as follows: Assessment Fee Exemption is available for residents who qualify. Exemption from community maintenance fee, electric, water, and gas users tax can be qualified for by: 1) Low income - contact office for income levels to qualify 2) Social Security Disability 3) 62 years of age or older Residential Low Income Assistance Program is available for residents whose income levels are at or below qualifying levels and have resided at address for 12 months. This program offers a one time a year discount of one month of billed electric charges. Copy of Income Tax Return is required if filed of latest filing.

Programs

  • Commercial Code Enforcement focuses on the property maintenance conditions of properties zoned as commercial and industrial. Common issues that are investigated include general property maintenance, graffiti, donation bins without permits, business license, zoning violations, NPDES violations, unpermitted construction, and massage establishment inspections. Community Improvement works closely with the property owner and Economic Development to improve these properties and promote a healthier economic environment.

This may include substandard conditions, public nuisances, unpermitted construction, zoning violations, and unpermitted dwelling units. The City has a dedicated Community Improvement Inspector for residential properties within a Community Development Block Grant (CDBG) tract. The goal of the CDBG Program is to improve the health and safety of living conditions and reduce blight.

  • The City's Rent Stabilization Ordinance is codified in Article XI, Chapter 18 of the Azusa Municipal Code. On September 19, 2022, the Azusa City Council adopted certain changes to the City’s Mobilehome Park RSO. Most of these changes clarify certain existing provisions in the RSO, update requirements imposed by state law, and modify provisions authorizing rent increases.   • A business license and rental registration is required for qualifying rental properties on an annual basis. In 1989 the City established a Residential Rental Registration and Inspection Program. This program began as an attempt to address the issue of substandard rental properties, combat deteriorating housing conditions (which were attributed to absentee rental property owners), promote greater compliance with health and safety standards and preserve the quality of Azusa’s neighborhoods and available housing.

     Applies to the following rental properties:

    • Single Family Dwellings
    • Duplexes
    • Apartment Complexes
    • Multi-Family

    This does not apply to:

    • Owner-occupied dwellings
    • Mobilehome parks
    • Condominiums, townhouses, and dwellings with a planned unity development

    A business license is required per AMC 18-9. An annual inspection shall be conducted (AMC 14-355). When violations are found, owner will be charged for re-inspections (AMC 14-356).

  • Effective September 19, 2016, Azusa City Council adopted the Registration and Maintenance of Vacant and Abandoned Commercial, Industrial and Residential Properties Ordinance (2016-007).  It is the purpose and intent of the city council, through the adoption of this article, to define the responsibilities of owners of, and to establish registration and monitoring programs for, vacant commercial, industrial and residential buildings and properties.

    As part of Ordinance 2016-O7, property owners are required to be posted with the name and twenty four (24) hour contact phone number of the local property management company.

    The posting:
     
     • Should be at least 18 inches by 24 inches;
     • Should be posted on the interior of a window facing the street to the front of the property or secured to the exterior of the building/structure of the property. Please note: exterior postings must be constructed of and printed with weather resistant materials.
     • Must include the following verbiage: “This property is managed by________, and To report problems or concerns call (name and number).”

    In an effort to assist property owners in driving economic development to vacant commercial or industrial properties, property owners, at their discretion, are welcomed to upload their marketing profile sheet for their property or property listing.

  • Prior to entering into an agreement of sale of any property, the owner or his/her authorized representative shall obtain from the City a Real Property Records Report (RPRR) pre-sale inspection application (AMC 14-326). Please allow for up to 10 business days for the City to process the application, conduct the inspection and issue a report to the requesting party. The time period begins after the City has received the completed RPRR application, signed Consent to Inspect form, and payment processed.

    The completed RPRR shall be provided BY the property owner or authorized designated representative of the owner, to the buyer or transferee of the property prior to the execution of the agreement of sale. The buyer or transferee shall execute a receipt therefore as furnished by the City, and the receipt shall be delivered to the Community Improvement Division as evidence of compliance with this section.

    This article shall not apply to the following: 
     (1) The first sale of residential or commercial buildings or condominiums located in a subdivision whose final map has been approved and recorded in accordance with the Subdivision Map Act not more than two years prior to the first sale. 
     (2) Mobilehomes and trailers occupying land on a month-to-month rental or annual lease agreement where land sales are not involved and the use is in compliance with local zoning requirements. 
     (3) Buildings and properties acquired or conveyed by the city. 
    (4) Condominiums, townhouses, dwellings with a planned unit development (PUD), units within a homeowners association (HOA). 
    (5) Single Family Residences built after the year 2000.

  • Pursuant to California Senate Bill 946, City Council adopted Urgency Ordinance 2018-05, which became effective on December 17, 2018. This ordinance established regulations for Sidewalk Vending in the City of Azusa.

    Permit Requirements

    • For sidewalk vendors selling food, obtain a Public Health Permit from the County of Los Angeles Department of Public Health and provide proof of same.
    • Provide a description of the food or merchandise offered for sale.
    • Provide a description of the area(s) the applicant intends to operate.
    • Obtain a business license from the City of Azusa.

  • In the City of Azusa, Yard Sales may only be conducted on the first weekend (Sat/Sun) of the following months:

    • April (specific weekend declared by the City to be the “clean and green” weekend)
    • June
    • September

    Regulations

    1. Sales can only take place from residential property between the hours of 8:00am and 6:00pm Saturday and Sunday
    2. All items must be used and not manufactured or acquired from elsewhere for resale
    3. No signs can be posted on public property (utility poles, light poles, street signs, or in the parkway)
    4. Sales may not be held on public sidewalks, parkways, streets, or alleys
    5. Food is not permitted to be sold at the these events
    6. Persons holding illegal sales are subject to fines up to $500

    Federal law requires distribution of a lead hazard information pamphlet (PDF) before starting a renovation.

    The California Contractor's State License Board provides important information for contractors who work on pre-1978 buildings on its website. Training for your personnel may be required.

    New federal lead-based paint regulations apply to you if:

    • Your work involves pre-1978 houses or apartments.
    • You receive any form of compensation for your work.
    • You disturb more than two square feet of painted surfaces.
    • Your work is not specifically excluded from this law.

    Specific requirements depend on the following criteria:

    In owner-occupied housing you must:

    Provide an EPA-approved lead information to owner and get written acknowledgment of receipt, or mail the pamphlet to owner seven days prior to renovation with certificate of mailing.

    In tenant-occupied housing you must:

    Provide an EPA-approved pamphlet to both building owner and adult occupant, or mail the pamphlet to owner and occupants seven days prior to renovation with certificate of mailing.

    If attempted delivery to adult occupant fails, you may leave the pamphlet at the unit.

    For renovations in common areas of multi-family housing, you must:

    • Provide an EPA-approved pamphlet to building owner or mail the pamphlet to owner seven days prior to renovation with certificate of mailing.
    • Provide notice to each tenant describing the nature/location/timing of renovation and make available EPA-approved pamphlet free upon request.

  • Community Improvement Inspectors receive complaints from the public and respond to investigate the validity of the violation. Complaints are received by email, phone, in-person, and may be anonymous. Cases may also be started proactively by the Inspector.

    Methods
  • A Community Improvement Inspector is assigned to the concern. The Inspector will conduct research related to the violation such as property history, approved permits, business license, etc. Then the Inspector will visit the location to determine if a violation exists. Inspectors can only use photographs and evidence found from the public right of way or with consent to enter the property. If a violation is found, a case is started. However, if a violation is not found, the complaint is closed as unfounded.

    Methods
  • Depending on the type of violation, the officer may attempt to make contact with a responsible party and explain what brought the officer to their door. Occasionally, the concerns can be addressed at that time and resolve the problem before the officer leaves the property. Other scenarios may include issuing a written Notice of Violation (NOV) that will identify the areas of concern, which may be handed directly to a responsible party or posted on the property. Either way, it is the desire of the Division to seek voluntary compliance through education. When an NOV is issued, the NOV is assigned a case number and dated for a follow-up inspection. The follow-up inspections may be scheduled for the next day or up to 30 days, depending on the nature of the concern.

  • The re-inspection of the case is normally conducted between 16 and 30 days later as identified on the NOV; however, depending on the caseload, the re-inspections may take place at a later date. If during the re-inspection, the issues have been addressed as requested, the inspector may then order the case to be closed. If during the re-inspection issues still remain, the inspector will use his/her judgment on whether to grant an extension, issue a final warning notice, or issue an administrative citation.

  • Administrative citations are a last resort compliance method if there has been non-compliance, unless there is an immediate danger. Section 1-25 of the Azusa Municipal Code authorizes the issuance of administrative citations for violations of adopted codes. Each day that a prohibited condition, use or activity under the code is committed, continued or permitted, shall be a separate violation for which a citation may be issued. A citation may charge several violations of the code. A violation does not have to be committed in the officer’s presence, but has been determined through investigation. Abatement of a violation shall not excuse the obligation of a citee to pay a civil fine, or any late charge or interest. Payment of a fine shall not excuse a failure to correct a violation, nor shall it bar concurrent or further enforcement actions by the City. Citee’s shall have 15 calendar days to request an appeal and financial hardship if needed.

  • When violations have not been abated despite issuing notice of violations and administrative citations, an Inspector may schedule a public nuisance hearing. The responsible party is invited to this hearing, where the Hearing Officer will determine if a public nuisance exists and determine the course of action.

  • In the rare case that violations still exist after all previous options have been exhausted, the City may file the case in civil or criminal court. Community Improvement consults the City Prosecutor after a thorough review of the case to determine the best legal options to resolve the violations. This may also include obtaining an inspection or abatement warrant.

    *Please note: Unless you are a registered classic vehicle entering the event area, avoid Azusa Avenue due to potential traffic delays.

      2. Southbound San Gabriel Avenue is open from 6th Street and down.
      3. Avoid northbound Azusa Avenue from the 210 Freeway.
