Annual Program Statement (APS) for Public Diplomacy – U.S. Embassy Nassau
The U.S. Embassy Nassau of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement (APS) outlines funding priorities, strategic themes, and procedures for submitting requests for funding. The application deadline is August 15, 2026.

Proposed projects should be completed within 12 months or less. (up to 18 months in exceptional circumstances)
This notice is subject to availability of funding. The Public Diplomacy Section reserves the right to award less or more than the funds described under circumstances deemed to be in the best interest of the U.S. government.
Executive Summary
The U.S. Department of State’s Embassy Nassau announces an open competition to implement programs that strengthen bilateral relations and advance shared priorities between the United States and The Bahamas through public diplomacy initiatives.
Embassy Nassau seeks proposals that address one or more of five strategic goals:
- Freedom 250– commemorating the 250th anniversary of American independence through programs that celebrate U.S.-Bahamas partnership and shared values
- Business Development and Entrepreneurship– training Bahamian entrepreneurs and rising managers and junior executives and established companies in modern business practices and connecting them with U.S. commercial opportunities
- Educational and Cultural Programming– expanding access to American educational and cultural resources while strengthening institutional partnerships
- Sports Engagement– promoting youth development and celebrating American excellence through athletic activities
- Digital Freedom and Open Information Environments– advancing media literacy, independent journalism, and open access to information in the digital age
Target audiences include Bahamian youth and students, entrepreneurs and business leaders, educators and academic institutions, journalists and media professionals, civil society organizations, sports coaches and athletes, cultural organizations and artists, exchange program alumni, and the general Bahamian public.
Eligible applicants include U.S. and foreign-based non-profit organizations, public and private educational institutions, individuals, and public international organizations and governmental institutions.
These programs advance U.S. foreign policy priorities by deepening bilateral partnerships through people-to-people connections, promoting democratic values including freedom of expression and entrepreneurship, expanding commercial ties that create economic opportunity in both nations, celebrating shared cultural heritage, and building networks of Bahamians with greater understanding of American innovation and values. By investing in the next generation of Bahamian leaders across business, media, education, sports, and civil society, these initiatives create lasting foundations for continued U.S.-Bahamas cooperation and mutual prosperity.

ELIGIBILITY
Eligible Applicants
The following organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/non-governmental organizations (U.S. and foreign-based)
- Public and private educational institutions
- Individuals
- Public international organizations and governmental institutions
For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. For more information on the difference between sub-contract and sub-recipient, please refer to 2 CFR 200.331.

Cost sharing or matching is encouraged, but not required for this funding opportunity.
Other Eligibility Requirements
All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov as well as a valid registration in SAM.gov. Please see Section E.3 for more information. Individuals are not required to have a UEI or be registered in SAM.gov.
Applicants are permitted to submit only one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution may be deemed ineligible for funding under this APS.
This opportunity will not support:
- Projects relating to partisan political activity; Charitable or development activities; including direct social services such as medical, psychological, and/or humanitarian support; Construction projects; Projects that support specific religious activities; Fund-raising campaigns; Lobbying for specific legislation or programs; Scientific research or surveys; Commercial projects; Projects intended primarily for the growth or institutional development of the organization; Projects that duplicate existing projects; or Illegal activities
