**New** Skyline TOD Value Capture Study This pilot study, completed by AECOM Advisory through the Governor’s Advisory Committee on Transit Oriented Development, is a desktop analysis of how infrastructure investment and subsequent development translates into public revenues in a station area. The study is focused on the three westernmost station areas along Honolulu’s rail line and is made up of three parts, a market analysis, infrastructure needs analysis, and the main value capture analysis which focuses on two conservative scenarios (p. 77). The findings provide insight into how state and county revenues grow in relation to development and help to quantify potential value capture opportunities. |
