Overview

Notarial services are provided in two ways: by mail and by in-person appointment.

Please consider the following alternatives before making a notarial appointment at the Embassy:

  • eNotary/Remote Notarial and Authentication Services:
    U.S. Embassies and Consulates do not provide remote notarial or authentication services. If you are considering a remote notarial, ensure it complies with the laws of the U.S. state that commissioned the notary and the laws of the state or country where the document will be used. Some foreign jurisdictions may impose penalties for unauthorized remote notarizations. More information on remote notaries is available here.
  • Local Korean Notary:
    You may use a certified Korean translation of your document and a Korean notary public as an alternative.

SERVICES ONLY AVAILABLE BY ILYANG COURIER SERVICE

The following services are available by mail only. Do not schedule an appointment for these services. Please send your original documents via ILYANG courier service, along with a letter requesting certified copies. You are responsible for all shipping costs.
  • Certified copies of a valid U.S. driver’s license: $50 per copy
    Additional information is available here.
  • Certified Copies Requested by the Social Security Administration Office (SSA): No-Fee
    For SSN applications or benefit-related matters, send your original documents and a request letter at your expense, via ILYANG Courier Service. All passports must be signed to be valid. For minors, a parent must sign and indicate the parent-child relationship. There is no fee for this service.
  • Certified Copy of a Foreign Passport for Individual Taxpayer ID Number (ITIN): $50 per copy
    The IRS allows the original issuing agency to certify documents. Contact the issuing agency for instructions. If you wish to use our services, send your original passport, a request letter for ITIN purposes, and proof of payment via ILYANG courier service. All passports must be signed to be valid.

SERVICES THAT REQUIRE YOUR APPEARANCE

The following services are provided by appointment only. Notarial services are not considered emergencies.
  • Scales, Seal, PenAffidavit- $50 per seal
    An affidavit is a sworn statement. The Embassy verifies only the identity of the signer, not the content of the statement.
  • Power of Attorney- $50 per seal
    A power of attorney authorizes someone to act on your behalf. The Embassy cannot advise on the content; consult a legal advisor before your appointment.
  • Acknowledgement of Signature- $50 per seal
    This service verifies that a specific person signed a document. We can only notarize signatures made in our presence.
  • DS-3053 Statement of Consent (PDF-41.23KB)- No-Fee
    For U.S. passport applications for children under 16, a notarized DS-3053 may be submitted if a parent cannot appear in person. There is no fee for this service.

 

PREPARATION FOR A NOTARY APPOINTMENT:

Only one cell phone and one set of electronic car keys may be checked in. No other devices are permitted or can be stored at the Embassy. No other devices are permitted or can be stored at the Embassy.

  • Pay the appropriate fee: $50 per seal: Please complete the payment online in advance and bring the payment confirmation page with you to your appointment. (Please note: Active-duty U.S. military members assigned to Korea are eligible for no-fee notarial services.)
  • Bring a valid government-issued photo ID. The name on your documents must match your ID.
  • Understand your document before your appointment: Embassy staff cannot explain document contents.
  • Complete your documents (except for signatures) before arrival. Sort multiple documents in advance.
  • Mark signature pages clearly. Consular staff cannot advise on document requirements.
  • If witnesses are required, you must provide them. Consular staff cannot serve as witnesses.

When scheduling an appointment online, you must provide the names of all signatories in your documents, including names of witnesses and co-signers. If you have witnesses or co-signers, please enter the principal signer’s full name under “Applicant’s Surname” and others’ full name(s) under “Applicant’s Given Name”. Witnesses and co-signers will not be granted access to the Embassy unless they are listed under “Applicant’s Given Name” when you schedule your appointment online.

Services We DO NOT Provide

  • U.S. Apostille
    The Embassy does not provide apostille services. See this page for more information.
  • Authentication/Notarization/Legalization of U.S. Public Documents:
    This includes vital records and academic or commercial credentials. Consular officers cannot access or certify these records.
  • Certification of True Copies of Non-U.S. Documents:
    The Embassy cannot certify foreign documents. Contact the relevant issuing authority (e.g., Korean Ministry of Foreign Affairs).
  • Signature (Medallion) Guarantees:
    The Embassy cannot provide signature or medallion guarantees. These are only available through authorized financial institutions.

 

Notarial Services May Be Refused If:

  • The host country does not authorize the service.
  • The document will be used in a transaction prohibited by U.S. law.
  • The officer believes the document will be used unlawfully or against U.S. interests.
  • The officer does not understand the document.
  • The officer believes the customer does not understand the document.
