Overview

U.S. citizens residing or traveling abroad who require issuance of a U.S. passport are issued the latest, state-of-the-art passport incorporating a photo-digitized image and other enhanced security features. U.S. embassies and consulates achieve this goal by transferring the passport issuance function to a domestic U.S. passport facility. The Department of State is committed to ensuring that U.S. citizens receive their documents in a timely manner; however, the citizens are encouraged to apply early for renewal of expiring passports.

U.S. embassies and consulates prepare and issue passports on the site in emergency cases. Such passports are limited in validity and cannot be extended. Emergency passport holders are required to exchange their limited validity passports for a full-validity photo-digitized passport upon completion of their emergency travel. Passports can be exchanged either through passport facilities in the United States or U.S. embassies and consulates abroad.

PLEASE NOTE: The Government of Latvia does not recognize the 12-page U.S. emergency passport, issued by U.S. Embassies and consulates overseas, as a valid travel document for visa-free entry into Latvia. If traveling on this emergency passport, you may be refused boarding and/or entry by immigration officials and/or held at the airport until a return flight is available. Emergency passports are valid for exit and transit to return to your place of residence from Latvia.

Apply for a First Time Passport

To apply for your first U.S. passport, you will need:

• A completed passport application Form DS-11.
• An original U.S. birth certificate, Consular Report of Birth Abroad or Naturalization Certificate.
• A photocopy of original U.S. birth certificate, Consular Report of Birth Abroad or Naturalization Certificate.
• Photo identification (driver’s license, ID card, etc.).
• One photograph. The image must be sharp and correctly exposed. See photo requirements.
• If the applicant is a child under sixteen years of age, both parents, in person, must confirm their consent for issuing a passport to their child. If a parent cannot be physically present at the time the passport application is submitted, a signed Statement of Consent of Issuance of Passport to Child under Age Sixteen Form DS-3053 must be added to the application. The statement giving the non-appearing parent’s unconditional consent to the issuance of the passport has to be in English and must be notarized by a notary.
• The fee may be paid with a bank card or cash (either USD or EUR) at the Embassy or pay the DS-11 passport fee online. You may find the fee calculator here. Please bring a printed copy of the electronic payment confirmation you receive via e-mail after successfully paying the fee.
• Schedule an appointment.

Amend a Passport

Valid passports cannot be amended. Customers requesting name changes, extension of validity for limited passports, or correction of a printing error need to apply for passport replacement.

If the change is within one year after issuance date of your current passport, you need to submit:

• U.S. Passport Re-Application Form DS-5504.
• Passport that needs the change.
• The required change supporting documentation.

Passport fees – no fee applies for this service.

If the change is required more than one year after the issuance date of your current passport, you need to follow instructions for passport renewals described previously.

Lost or Stolen Passport

Please report that your passport is stolen to the nearest police station.

Please contact the Consular Section of the U.S. Embassy in Riga to report that your passport is lost or stolen.

To apply for a replacement of a lost or stolen passport, you will need:

• A completed passport application Form DS-11 and Form DS-64.
• A report from Latvian police with details about the passport theft or loss.
• Proof of your U.S. citizenship (U.S. birth certificate, previous passports or naturalization certificate).
• Photo identification (ID cards, driver’s license, etc.).
