Citizen Exchanges is an office within Department of State’s Bureau of Educational and Cultural Affairs, which designs and develops exchange programs to address long-term objectives such as support of democratic institution, the free flow of information, market-based economic development, and international cultural exchange. Under this office Public Affairs Section in Dar es Salaam has the following programs:

The E-Teacher Scholarship Program is sponsored by the Office of English Language Programs in the U.S. Department of State’s Bureau of Educational and Cultural Affairs. The University of Oregon’s American English Institute offers nine university-level online E-Teacher courses for non-U.S. citizen English as a Foreign Language (EFL) professionals.

U.S. Embassy Dar es Salaam fosters mutual understanding between Americans and Tanzanians through a multitude of academic and professional exchange programs. These highly competitive programs aim to identify current and future leaders who will go to the United States or come to Tanzania with an open mind and commit to returning to their host country to share what they have learned with their fellow citizens. These exchange programs are open to a variety of profiles including students, researchers, academics, business people, civil society activists and professionals.

The Hubert H. Humphrey Fellowship Program is a Fulbright program that brings accomplished mid-level professionals to the United States for a year of academic and professional work. In Tanzania, fellows are nominated by the Office Of Public Affairs of the American Embassy based on demonstrated potential for leadership and commitment to public service.

The State Department’s Bureau of Educational and Cultural Affairs (ECA) established AWE, as a program supporting women entrepreneurs around the world. AWE uses DreamBuilder, an online training program for women entrepreneurs that was developed through a partnership between Arizona State University’s Thunderbird School of Management and global copper mining company Freeport-McMoRan, which teaches women to create their own business plans, understand how to raise capital, and connect with networks of successful business owners.

Federally funded fellowship program at the National Endowment for Democracy in Washington, D.C. Established in 2001 by the U.S. Congress and supported annually through a grant from the U.S. Department of State’s Bureau of Democracy, Human Rights and Labor.

Each year the Women’s Law & Public Policy Fellowship Program (WLPPFP) at the Georgetown University Law Center offers Fellowship positions providing educational and professional development opportunities for attorneys who are dedicated to using their legal talents to advance women’s rights.

Alfred Friendly Press Partners provides training in the United States and abroad for journalists from countries with underdeveloped media. During the six-month fellowship program, reporters train at the Missouri School of Journalism and within leading U.S. newsrooms so they can practice journalism that is ethical, innovative and influential. Fellows learn from mentors and editors with broad experience.
