The Education Coordinating Council (ECC) was a public-private partnership that was created in 2004 by the Board of Supervisors to raise the educational achievement of systems-involved youth in Los Angeles County.

On February 10, 2026, the Board of Supervisors passed a motion sunsetting the ECC as a Brown Act Body to facilitate the transition to a more flexible education workgroup structure under the Los Angeles County Child and Youth System of Care (SOC) partnership that works to create a structure that promotes good communication and coordination of education, employment, health, and behavioral health services across County departments focused on assisting children and families once they become known to the child welfare system. The transition to an education workgroup under the SOC allows for better coordination and alignment to achieve the County’s goal to improve educational outcomes for system impacted youth.  

The new workgroup, the Education Table, is staffed by OCFW and includes leaders from youth-serving County agencies and educational institutions, as well as advocates, community members, and people who have experienced the child-welfare and juvenile-justice systems.

Mission and Approach

The job of the Education Table is to coordinate efforts across organizations and jurisdictions, encouraging varied networks to work together to expand best practices and help fill gaps to prevent system-involved children from being left behind educationally. It does this by mobilizing supports across stakeholder groups, brokering solutions and collaborations among child-serving entities, and spearheading strategies that bolster the increased educational achievement of youth who are systems-involved.

Education Table 2024-2029 Strategic Plan

The new Education Table 2024–2029 Strategic Plan was approved by the Council on May 22, 2024. Some language adjustments (recommended by a Priority Area workgroup) were approved on May 21, 2025. The complete designed version is available here.

Work To Date

Since the 2006 publication of Expecting More: 2006 ECC Blueprint for Raising the Educational Achievement of Foster and Probation Youth, the ECC has worked with its partners to:



  • Develop ESSA school-stability transportation pilot program with LACOE, DCFS, and WDACS that has transported hundreds of foster youth to their schools of origin
  • With the Los Angeles County Arts Commission (now the Los Angeles County Department of Arts and Culture), begin a School-Based Healing-Informed Arts Education pilot program featuring trauma-informed arts education in Los Angeles County schools
  • With DCFS and LACOE, work on data-sharing initiatives and the effective use of Health and Education Passports
