Azusa Light & Water (ALW) helps businesses save with low electric rates and reliable power. New businesses moving to the City of Azusa may qualify for discounted rates and energy-efficiency incentives that lower upfront costs and monthly bills. These savings make Azusa an affordable, smart place to start or grow a business.

Energy - Efficiency Incentives 

Overview
ALW’s Business Energy Partnership Program helps local businesses lower operating costs by offering incentives of up to $10,000* per customer account per fiscal year, for eligible energy-efficient equipment and upgrades. From high-efficiency lighting and equipment to other energy-saving improvements, the program makes it easier and more affordable to reduce energy use, improve performance, and save money - while supporting a more sustainable Azusa.
 
Who Can Apply
This program is available only to customers who receive electric service from ALW and are billed under the G-1, G-2, or TOU rate schedules.

Available Incentives

• LED Lighting Retrofit

Brighten your business and boost your savings by upgrading to energy-efficient LED lighting. ALW covers 100% of the first $1,500 in installed costs, plus 50% of costs over $1,500, with rebates available up to $10,000.*

• Small Business Direct Install
  Get a free energy assessment and simple energy-saving recommendations from ALW’s Third Pary Contractor. We’ll also help you apply for available rebate programs. Rebates of up to $10,000 per customer account per fiscal year are applied first, so there’s no upfront cost to your business. Only pay the remaining balance that is not covered by the rebate.
• Energy-Efficiency Upgrades
  Upgrade your business with energy-efficient improvements that deliver lasting savings. Replace outdated equipment with ENERGY STAR®–rated products and reduce energy use through weatherization, HVAC, window, and insulation upgrades. Eligible businesses may receive a 50% rebate on project costs, up to $10,000.*  For retrofit projects, please contact the Rebate Programs Manager BEFORE starting to confirm eligibility.

Application Form

Economic Development Rate (EDR-3) Incentive

Overview
The EDR-3 program helps new businesses move to the City of Azusa and save money by offering discounted electric rates for up to 5 years. These savings can make it easier to open a new location, expand operations, and manage monthly energy bills. The program is part of ALW’s commitment to support business growth and community investment.

Who Can Apply

The EDR-3 program is available to new electric customers relocating to the City of Azusa. Some conditions apply. Please contact the Rebate Programs Manager to verify your business’ eligibility. 
Base Discount (Year 1-3: 15%, Year 4-5: 10%)

Businesses may qualify if they are:

• Moving into a new commercial or industrial building, OR
• Occupying an existing commercial or industrial space that has been vacant for more than 180 days
  Additional Discount Opportunities (must qualify for the base discount first)

Some businesses may qualify for an extra discount, including:

• Businesses developing property that is currently or previously owned by the City of Azusa OR New or expanding industrial businesses with at least 100 kW of electric load and a minimum 50% load factor (Year 1: +15%, Year 2-3: +5%)
• New businesses in the following special retail categories: (Year 1-5: +5%)
  1. Building materials and garden equipment
  2. Food and beverage stores (minimum 7,500 sq. ft)
  3. Clothing and accessories
  4. Medical services
  5. Lodging facilities
  6. Food services and drinking places (minimum 1,500 sq. ft, sit-down service, with full liquor license)
• New businesses locating in Downtown Azusa, between 5th Street and 9th Street, and Pasadena Avenue and San Gabriel Avenue. (Year 1-5: +5%)
