Not-for-profit organizations may apply for small grants (generally under US $50,000) through the Consulate Public Affairs Section’s Small Grants Program.
The following documents are required:
- Mandatory application forms

- SF424B (Assurances for Non-Construction programs) (PDF 64.2 KB) | instructions (PDF 135 KB)
(note: the SF-424B is only required for individuals and for organizations not registered in SAM.gov)
- Project Proposal (MS Word 719 KB) (Project Proposal stating applicant name and organization, proposal date, program title, program period proposed start and end date, and brief purpose of the program).

2025 Education Summer Scholarship Program
The U.S. Consulate General Hong Kong and Macau’s Public Affairs Section (PAS) of the U.S. Department of State announces an open competition for one cooperative agreement to carry out the U.S. Consulate’s 2025 Education Summer Scholarship Program in Hong Kong SAR and Macau SAR, China.
