About REFLEX

REFLEX is a U.S. Department of Energy-funded initiative led by Lawrence Berkeley National Laboratory. Working in close collaboration with a broad network of industry stakeholders, REFLEX is accelerating a near-term increase in the nationwide uptake of industrial load flexibility. 

Why REFLEX?

U.S. industrial electricity demand is projected to surge 5–16% over the next five years, driven by manufacturing reshoring and rapid data center expansion. This unprecedented growth is outpacing the grid’s ability to add new generation capacity, with supply chain bottlenecks and long interconnection queues causing delays in development. Load flexibility, also known as demand flexibility entails a package of technologies and/or strategies that enable facilities to reduce or shift electricity consumption to different time periods to relieve short-term generation shortfall or grid stress. While industrial load flexibility is a high-potential solution to stabilize the grid and significantly lower consumer energy costs, it remains severely underutilized, due to an array of economic, technical, and planning barriers.

What We Do

To accelerate implementation of industrial sector load flexibility, our core capabilities include:

  • Technology & Field Demonstrations: Field-testing innovative hardware, software, and predictive controls in high-growth subsectors to validate performance, and developing scalable technology packages and guidance.
  • Modeling & National Targets: Curating utility-scale data to forecast industrial electricity demand and establish achievable national load flexibility targets with region-specific breakdowns.
  • Value Proposition & Utility Alignment: Establishing utility rate & program typologies to support utilities and state planning bodies, and conducting cost-benefit analyses to support inclusion of load flexibility as an attractive, de-risked cost reduction strategy for industrial end users.
  • Tools, Resources, & Stakeholder Engagement: Building a public resource hub and  implementation tools driven by stakeholder needs.
