The Housing Development Division coordinates and facilitates the development of affordable and mixed-use housing on public and private lands, which may include negotiating and structuring public-private development agreements, entitlement and permitting, environmental review, construction monitoring, master planning efforts in Transit Oriented Development districts, and regional infrastructure planning,

Mōhala Mai
Mōhala Mai is the City’s first supportive housing project for formerly incarcerated women and their children. Opened in March 2023 through a partnership with the Women’s Prison Project and Housing Solutions, Inc., the project repurposes a City-owned property to provide stable housing and services for this underserved population.
Waikīkī Vista
Waikīkī Vista is a 19-story former university building in Mōʻiliʻili acquired by the City in 2022 for $37.75 million using ARPA funds. The building now provides 108 studio units and space for supportive services, with units managed by Housing Solutions, Inc. and Catholic Charities Hawaiʻi to assist low-income households and families experiencing homelessness. It also serves as the new home of the Royal Hawaiian Band.
Halewaiʻolu Senior Residences
Halewaiʻolu Senior Residences is a 17-story affordable housing project located at 1331 River Street in Honolulu. Developed in partnership with The Michaels Organization, the project will offer 156 senior rental units and 51 parking stalls. For more information or to apply online, visit www.liveathsr.com.
Parkway Village at Kapolei
Parkway Village at Kapolei – Lots 6 and 7 (Phase I) opened in December 2024, delivering 167 affordable rental units. Phase II, scheduled for completion in mid-2025, will add another 234 affordable homes. The community features green spaces, recreation rooms, 641 parking stalls, 10 laundry facilities, and Hawaiʻi’s first privately developed public charter preschool—making it a model for delivering high-quality housing quickly and efficiently.
West Loch Modular
West Loch Modular is a three-story supportive housing project located at 91-1500 Renton Road in ʻEwa Beach. The building includes 58 studio units reserved for individuals and couples earning at or below 50% of the Area Median Income (AMI), reflecting the City’s commitment to deeply affordable housing.
Iwilei Resource Center
Iwilei Resource Center is a four-story, 36,834-square-foot facility at 806/818 Iwilei Road, originally acquired by the City in 2019 to support homeless services. After remaining inactive due to bond restrictions, the site was activated in March 2024 as the state’s first Behavioral Health Crisis Center, through a partnership between the City, State Department of Health, and CARE Hawaiʻi.

Demolition marks next step in redevelopment of former Dee Lite Bakery site
Located at 1907 Eluwene St., directly across from the future Mokauea (Kalihi) Skyline Station, the site is being developed as part of the Blangiardi administration’s housing strategy to activate transit-oriented development areas along the Skyline rail corridor.
Koa Vista II opens 97 new affordable rental homes in Central Oʻahu
Developed by Homes Hawaii Inc. in partnership with GSF LLC, the seven-story building provides affordable rental apartments for families earning up to 80% of the area median income.
Next phase of transit-oriented redevelopment begins at former Dee Lite Bakery property
Environmental abatement is scheduled to begin during the week of July 20, 2026, followed by full building demolition beginning during the first week of August. The project is expected to take approximately two months to complete.
Planning continues for the future of Iwilei–Kūwili
Six months after launching the Iwilei–Kūwili master planning effort, the City and County of Honolulu Department of Housing and Land Management (DHLM) welcomed the consultant team back to Honolulu this week for another series of technical workshops, coordination meetings, and site visits as work continues on one of Hawaiʻi’s most ambitious transit-oriented development initiatives.
City acquires Kaʻaahi Street property to advance long-term transit-oriented affordable housing strategy
The acquisition, which closed on June 30, 2026, for $2,700,000, represents another important step in the City’s coordinated effort to transform the Iwilei-Kapālama corridor into a vibrant, mixed-use, transit-connected neighborhood.
