New York State FFY 2026-2029 Statewide Transportation Improvement Program (STIP)
The Statewide Transportation Improvement Program (STIP) is a comprehensive list of all projects or project phases in New York State proposed to receive Federal funding, pursuant to Title 23 U.S.C. and 49 U.S.C. Chapter 53, during the four Federal Fiscal Year (FFY) period of 2026-2029 (October 1, 2025 – September 30, 2029).
The STIP was developed by the New York State Department of Transportation (NYSDOT) in consultation with local officials in non-metropolitan areas and in cooperation with Metropolitan Planning Organizations (MPOs) in urbanized areas. The STIP includes highway, transit and non-motorized projects as well as urban and rural projects. The STIP must be updated at least every four years and include a minimum four-year listing of Federal-aid projects.

Transportation Air Quality Conformity Determination
The New York State Department of Transportation (NYSDOT) is announcing a thirty (30) day public review and comment period for the draft Albany-Schenectady-Troy, NY air quality conformity determination.
This conformity determination addresses all transportation projects in the Capital Region Transportation Council (Transportation Council) (formerly known as Capital District Transportation Committee) 2025-2030 Transportation Improvement Program and the In Motion: The Plan to 2050 Long Range Plan, the Adirondack/Glens Falls Transportation Council (A/GFTC) 2025-2030 Transportation Improvement Program and 2045 Ahead Long Range Plan and the Capital Program of Transportation Projects in Greene, Montgomery and Schoharie Counties.
The draft conformity determination is also available at the Transportation Council website at http://www.capitalmpo.org and the A/GFTC website at https://agftc.org.
This period of review will begin on April 8, 2026, and end on May 8, 2026. Any comments should be submitted to STIP@dot.ny.gov under the subject matter “Air Quality Conformity Determination” no later than May 8, 2026.
