Climate Data Online, or CDO, is NOAA's National Climatic Data Center's free archive into historical weather and climate data. This includes daily and monthly temperature, precipitation, wind, and radar data, as well as 30-year climate normals.
Shown below is the homepage, which is where you will start all of your searches.

To browse datasets, simply click on the button that says, Browse Datasets, on the homepage. This will bring you to a page where you can view datasets on weather radar, precipitation, global marine data, and much more.
This is where you can search for past weather and climate data. This link will bring you to a page where you can search within a date range and select a specific type of search, such as weather observation types, and search specifically areas from as small as a zip code to as large as a hydraulic region. You can also enter your own search terms.

This is where you can view maps of various data on marine geology, ecosystems and natural resources, natural hazards, disasters and severe weather, and climate monitoring.

This is where you can find alternative methods to access the data available within CDO. Here you can search across multiple datasets, search within a single dataset, or use additional data tools to find information on storm events, severe weather, forecast charts, and climate models.

Visit CDO's contact page for more information.
