Post-Implementation Review
AMS Policy Section 4.15.1
Determine what action may need to be taken to solve residual operational problems and optimize performance and benefits.
What Must be Done
Prior to the conduct of a Post-Implementation Review (PIR), data readiness assessments are performed to ensure that the data necessary to perform the PIR is being collected, preserved, and made available to support PIR conduct. A PIR is then conducted 6 - 24 months after the first site becomes operational, to determine whether the agency got what it asked for and whether it got what it needs based on the approved business case and acquisition program baseline or execution plan.
Who Does It
The PIR Quality Officer and investment programs jointly participate in data readiness assessments to determine if investment programs are making adequate progress in preparation for PIR conduct. The PIR Quality Officer also ensures each PIR is planned and conducted in accordance with agency standards and serves as the PIR Team Leader when the Directorate chooses not to lead the PIR.
The Director of the performing service organization funds PIR activities and chooses the PIR Team Leader to plan, conduct, and report the results of the review. The Director of the performing organization develops a plan of action and milestones to address the findings of the review and coordinates with the Director of the sponsoring organization, as applicable.
